Madagascar - Irrigation and Watershed Management Project : environmental assessment (Vol. 3) : Evaluation environnementale et sociale regionale - site de Itasy (French)

The pest management plan (V. 1) addresses issues related to the Madagascar Irrigation and Watershed Management Project, which improves agricultural production and soil and water management by increasing irrigation infrastructure and integrated pest management to be used to grow rice and diversify crops. The report assesses the risks to human health and the environment associated with acquiring, storing and maintaining, and disposing of and using pesticides; discusses risk prevention through training and education of workers and the public, protective equipment for workers, and regulation and legislation. It also evaluates the capacity of Madagascar's institutions to control and regulate pesticides while assigning roles and responsibilities; and identifies pest types and discusses strategies to control their spread-especially the control of mosquitoes and the prevention of malaria. Specific risks it identifies include soil contamination and water resources contamination, including leaching leading to water table pollution, and groundwater and underground water pollution; as well as accidental ingestion of chemicals, inhalation by residents of fumes and dust, and skin contact with the actual substances. Beyond those measures already mentioned, the report recommends an integrated approach to pest management, installing emergency procedures in case of accidents, promoting the effective use of alternatives, and environmental monitoring. Also addressed are those issues related with regional environmental and social assessments for each project site - Maravoay, Itasy, Andapa, and Alaotra - (v. 2 through 5), and its mitigation measures.
