The project entails electrification in various areas of Vietnam, including rural areas, through improved transmission systems, and expansion of associated substations, rehabilitation, and equitization of small hydro plants, as well as construction, and operation of community-based hybrid renewable energy grids. It is noted that while the Dong Nai Province (Tan Phu District) is not within the project's objectives, one portion in this District - Da Hoai/ Da Teh - transmission line will traverse part of the said District. Therefore, for purposes of resettlement and ethnic minority development (EMD), the Tan Phu District is considered part of the project area, where the Ma ethnic minority people have been dwelling. This EMD ensures the project will not cause culturally specific impacts on affected minorities, and that they benefit from the socioeconomic benefits resulting from project implementation. Mitigation measures include technical measures, encouraging ethnic minorities to participate in the preparation and implementation of measures to avoid, or minimize potential adversity, and, to remain in close consultations with local authorities, and relevant institutions. Monitoring and evaluation measures will be in place to ensure compliance with these guidelines, and that implementation of the EMD be carried out in parallel with the Resettlement Action Plan (RAP). Public awareness will be pursued, as will training for electricity safety, including assistance for credit application, agricultural extension, use of fertilizers, among others. Land losses will be compensated, in a suitable, culturally acceptable manner, in accordance with resettlement safeguards.
