This two-volume document aims primarily to help the World Bank fill that gap, and also to provide a framework for more detailed work and country dialogue on water resources management issues at the country and at sub-regional levels. Its objectives are: (i) to summarize key water resources management issues and challenges of the region, at the country and sub-regional levels; (ii) to review the World Bank's water portfolio to date, highlighting good practices and missed opportunities; and (iii) to outline strategic directions for World Bank engagement in water resources management, by major theme and by sub-region. Most of the analysis and assessment included in Volume I of this report is based on the brief Country Water Notes and Selected Transboundary Basin Briefs presented in Volume II. The strategic framework for the report follows that adopted for the World Bank Water Resources Strategy (illustrated in the figure below), which distinguishes between: (a) Policies and investments that affect WRM broadly, at river-basin or tributary level (e.g., infrastructure for multipurpose storage, flood management, water quality and source protection, water allocation, river basin institutions, and management instruments); and (b) Policies and investments that affect water users (e.g., irrigation and drainage, water supply and sanitation, energy, environmental services, navigation and industry).
