This survey was conducted in response to the Moroccan government's concern with the need for changes in the education and training system to overcome development constraints. It also addresses the need for improved efficiency of education and training activities in view of the current fiscal situation in Morocco. The survey consists of an overview and five specialized reports covering economic and financial aspects, general education, agricultural training, vocational and technical training, and non-formal education. The most serious of the numerous policy issues identified are concerned with: (i) primary school efficiency; (ii) moderating the growth of higher education; (iii) expanding skill training; (iv) the content and coverage of agricultural training; and (v) expenditure reductions. The report includes specific recommendations for remedial measures.
