This resettlement action plan proposes measures to minimize adverse affect to persons displaced by the China Liaoning Medium Cities Infrastructure Project, which finances the building and repair of urban infrastructure. Project affected persons include persons in temporary, illegal buildings that are demolished. The report proposes a compensation and allocation plan that improves or restores their livelihoods to their former standard; proposes consulting with displaced persons and giving them chances to participate in resettlement plan design and implementation; provides compensation at full replacement cost for affected assets; adopts the principle of "first build then demolish," where displaced persons get all compensation for their lost assets before land acquisition and demolition, as well as moving allowances; defines displaced persons as those eligible when the demolition date is announcement date is announced (thereafter, displaced persons can not build new houses, expand and rebuild houses, cannot change the use or purpose of land and house, and cannot rent land or rent, sell or buy houses). The report proposes measures to minimize adverse affect to displaced persons, and especially addresses vulnerable groups. This project will need to take1381.17 mu rural collective land and 1025.5mu state-owned farm. It involves 20 villages (including three state-owned farms), affects 1179 households (304 in state-owned farms), and 4663 people (1222 in state-owned farms). Project also affects 1415 labourers, in which 972 of Liaoyang are agricultural persons, 708 of Panjin are workers and their family members who contracted land to farm, and 24 of Dengta who are non-agricultural persons cultivating on collective land. Affected villages or farms will get land compensation and a resettlement subsidy (20-30 times the average annual production value of the past three years); land contractors will get young seed compensation.
