The overall objective of the Forest Resources Management Project is to support adopting sustainable forest management systems in the Amazon through strategic actions and pilot experiments in priority areas. The five-year project will (1) support strategic analysis and recommendations for policy reform and incentives affecting the sector; (2) promote initiatives designed to test new approaches to sustainable forest management practices and promote behavior patterns favoring sustainable development; (3) establish and implement a system to monitor and control forest harvesting activities in two pilot areas; and (4) develop and implement an effective participatory management and conservation plan for the Tapajos National Forest Reserve, emphasizing social forestry activities. The project consists of four components, plus project administration. The first component focuses on gathering data and background information upon which to base decisions about policy changes and forest legislation, and seeks to influence the policy-making process. The project will also support the operational costs of a think tank, the Forestry Sector Studies Group (FSFG), who will elaborate a strategic plan evaluating priorities, ensure its integration with other project components, and analyze other project results. The second component will support ongoing or new sub-projects whose eligible activities include technical assistance, training, certification, dissemination (technical visits and publications), minimum infrastructure and equipment, independent evaluations, and operational costs. The third component, occurring in two phases, will assess and redefine existing regulations and licensing procedures; diagnose the current status of ongoing activities and the timber industry in the pilot areas; develop an integrated system to license and monitor forest activities; implement a computerized system; prepare simplified guidelines for field inspectors; develop a bar-code system to control timber transport; and develop a monitoring system for varzea forests (i.e., extremely selective logging in very large areas, lack of clear land ownership status, etc.). The fourth component focuses on traditional local community participation and their managing timber and non-timber forest products; on strengthening local capacity to monitor and control illegal activities; on developing and implementing an environmental educational program and an ecotourism action plan to establish visitor centers and tourist accommodations.
