This environmental assessment (EA) looks at the activities, and processes of cotton ginneries in Benin, and examines its equipment, and site location, to determine the associated environmental, and socioeconomic impacts, so as to propose mitigation measures. Following a review of the country's environmental regulatory framework, the EA points at the weak environmental performance of cotton ginneries, which despite environmental legislation, disregard the current regulatory framework. Pollution control measures are inefficient, conducive to detrimental socioeconomic consequences: vegetative degradation, air pollution, inefficient drainage, and contaminated effluents, in addition to oil spills, and noise disturbances. Measures to mitigate adversity call for the creation of an environmental management committee, to establish, and validate the cotton ginneries environmental plan of action, set in place environmental units, and formulate pilot pollution control programs. The cotton ginneries at Savalou, and Bohicon should be permanently closed, proposing to transform Savalou into a museum, and, Bohicon, into a cotton gin training school, following the building's restoration. Modification of chimneys, drainage, and canalization, as well as soundproof works, and appropriate effluents discharge, should be implemented at existing cotton ginneries, to reduce emissions, prevent flooding, and reduce noise disturbances from power engines. Capacity building, and training should be provided to enforce environmental measures, equipment should be adequately maintained, and public health surveillance ensured.
