Pakistan - Khyber-Pakhtoonkhwa Emergency Roads Recovery Project : social impact assessment and resettlement action plan (English)

The objective of the Khyber-Pakhtoonkhwa Emergency Roads Recovery Project for Pakistan is to enable the population along the project corridor to benefit from year round improved access and mobility through reconstruction of priority damaged roads and bridges in the conflict hit areas. The project aims to rehabilitate priority corridors or segments of the main roads in the swat district of the province of Khyber-Pakhtunkhwa (KP) with a view to improve access and mobility. Negative impacts include: loss of housing and business structures; loss of wood trees; loss of public utilities; and loss of crops. Mitigation measures include: 1) encroachers are eligible for compensation for the loss of or damage to the structures/assets, and resettlement assistance foir loss of income income/livelihood; 2) in case of partial impact full cash assistance to restore remaining structure; 3) cash compensation @ Rs.1,200/- per tree, at market rate fixed on the basis of discussions with the forest department officials and the owners of private trees; and 4) one time paid rehabilitation allowance in cash at current market rate equal to annual gross harvest, for lost of source of income.
