The development objectives of the Mainstreaming Adaptation to Climate Change into Water Resources Management and Rural Development Project for China are to: (a) strengthen the resilience of agricultural development to climate change in North China; and (b) help mainstream climate change adaptation in irrigation and rural water resource management. Despite the fact that the project does not involves any significant environmental issues, this environmental assessment report evaluated the following impacts : likely eutrophication of downstream lakes; likely excessive water diversion from the Yellow River by Shandong province; likely groundwater over draft by the Hubei, Shandong and Henan provinces; incidence of soil salinization in some project areas; application of pesticides and chemical fertilizers; and lastly, industrial waste water and urban sewage disposal. Based on this evaluation the EA suggest mitigation measure, as follows : reduce irrigation demand through integrated water saving measures; where ground water level is high more tube wells will be built to increase groundwater supply to substitute using water from the Yellow River; combine used of groundwater and surface water to reduce diversion from the Yellow River and ensure irrigation activity is programmed at the same time; adopt rotational well-canal irrigation to prevent salinization; promote the integration of disease-resistant varieties and the application of pesticides with high efficiency, low toxicity and low-residue replacing use of highly toxic pesticides; adhere to existing Chinese's laws and regulations on environmental protection and public health and the Bank's environmental and social operation safeguard directives
