The development objective of the Jiangxi Poyang Lake Basin and Ecological Economic Zone Small Town Development Project for China will be to improve the public services for the beneficiaries through improvement of prioritized infrastructure in selected small towns of Jiangxi Province. Negative impacts include: noise pollution, hazardous waste and inflammable and explosive goods, traffic management, sanitation, hygiene and epidemic control, surface water pollution, atmospheric pollution, construction safety and health, solid waste disposal and management, and air pollution. Mitigation measures include: 1) sludge from water purifying system is collected and transported by sanitation authorities to the new sanitary landfill of Luxi county; 2) adequate first-aid kits shall be provided for construction site; 3) warning signs shall be erected for electrical devices and on power line; inspect all power lines, cables, manual and electrical equipment to see whether there are damaged or exposed power lines; 4) during handling of construction waste, an enclosed container shall be used and throwing such waste into the air is prohibited; 5) dusty areas at the construction site shall be covered up or sprayed with water to control dust generation; 6) earthwork at the construction site shall be stacked in a centralized spot and covered up, vehicles should not be overloaded to avoid trickling down of earth as a result of vibration during transportation; 7) select sophisticated and reliable low-noise equipment; 8) construction equipment generating stronger noise must be provided with basic vibration damping devices or a vibration damping seat; 9) existing toilets of water plant will be used and no need for building temporary toilets; 10) all construction units must implement treatment measures for wastewater from construction to ensure proper wastewater treatment and disposal; 11) construction transportation vehicles shall avoid local rush hours to prevent traffic congestion and accidents; and 12 ) if spoil and debris dump site is needed, gully area or low lying land shall be selected.
