Indonesia - Pontianak Landfill Gas Flaring Project : environmental assessment (Vol. 3) : Social assessment due diligence report (English)

The Pontianak Landfill Gas Flaring Project for Indonesia will construct the first landfill gas (LFG) facility in the country and provide a demonstration of the technology that takes into consideration Indonesia's tropical environment and other local conditions. Successful implementation of this project will encourage replication at other municipal landfills in Indonesia. There are some key social issues identified from construction and operation of the planned expansion landfill. Health issues are serious problems as influenza and skin problems are prevalent, which could be minimized by simple safety procedures. Overall, local communities are supporting the project as long as it benefits them and brings no harm. Good communication on these points should be maintained. The project makes it a priority to assist with improving safety and the occupational hygiene standards for working parents and to provide alternative activities for children to keep them away from exposure to harmful substances. Recommendation to sustainable improve the quality of life for the scavenger community fall in three areas: a) improving the environment; b) increasing income earning opportunities through recycling activities; c) developing a children's program; and d) monitoring and evaluation. In addition some key environmental issues identified from construction and operation of the planned expansion landfill are: noise generated from transportation activities; degradation of surface water and ground water quality to be reduced by (a) preventing vegetation cut during land clearing from entering the river, (b) reducing leachates by building drains, and (c) controlling the water flow and cleaning sludge periodically; gas emissions; and the risk of fire and explosions. The report identifies and proposes remedies for these negative impacts.
