The objective of the Urban Local Government Development Project (ULGDP) for Ethiopia is to support improved performance in the planning, delivery and sustained provision of priority municipal services and infrastructure by urban local governments as well as contributes to the implementation of the government's urban development and urban good governance programs. Negative impacts include: disruption of traditional lifestyles, displacement of housing or farms or involuntary resettlement, loss of natural areas and important habitats, damage to valuable historic resources, noise, dust, contamination of water, soil erosion, landslides, and accidents. Mitigation measures include: (i) working with affected communities to anticipate and planning for enhanced access to and demand on local public infrastructure and services; (ii) purchasing of replacement land and resettlement of affected people; (iii) locating and designing borrow or quarry sites for erosion control during road construction and future maintenance operations; (iv) implementing dust control measures such as wetting dirt roads, truck washing for trucks exiting site, and monitoring dust emissions; (v) avoiding areas of cultural, historical, or religious significance; (vi) planting 30 meter tree buffer strips between road and surrounding habitation; (vii) stabilizing the road surface with gravel and other rocky surfacing materials; (viii) using surface drainage controls and mulch on vulnerable surfaces and slopes; and (ix) constructing basic speed bumps and employ traffic signs wherever possible.
