This resettlement action plan refers to activities required due to land acquisition, and relocation, expected to occur as a result of the Inner Mongolia Transport and Trade Facilitation Project implementation, and, comprises five volumes relating to each segment of the national trunk highway, and port highway. Resettlement planning will be based on property values, and compensation standards in compliance with China's laws and regulations, and with the Bank's operational directive on involuntary resettlement, to improve, or at least restore the living standards, and income of project affected people (PAP). The use of local natural resources, and animal husbandry practices will continue as possible, as will related secondary and tertiary industries, and, in addition, compensation and subsidies shall guarantee income restoration, and living standards of affected people. Whereas it is expected land acquisition overall, will have minor impacts, compensation will be paid in cash, in accordance with consultations held with affected people, contrary to land replacement, which was viewed negatively. For practical purposes, compensation for land losses will be determined at market value prices, prior to relocation. The report further stipulates public facilities will continue providing services, and the cost for water and electricity has been included in the compensation for house reconstruction expenses. Moreover, housing reconstruction shall take into account prior habits, suitable for agricultural requirements, and, new housing will be take place prior to demolition, thus, no temporary housing will be required. Vulnerable groups will be able to choose the construction sites, and fields to be redistributed preferentially. Conditions of animal husbandry are key factors influencing its efficiency, and production, therefore education in agricultural, and animal husbandry science and technology will be reinforced, to enhance the labor force capacity. Furthermore, medium and small scale enterprises will be expanded or developed, according the local environment market conditions, seeking to mobilize the local economy.
