The Urban Sector Development Reform Project (USDRP) supports the establishment of accountable governments in Indonesia through the implementation of municipal governance reforms, institutional development and finances priority urban investments at the local level. The objective of this USDRP safeguard framework is to provide a platform for analyzing, planning, implementing, operating and monitoring potential subprojects in line with Bank requirements and the prevailing Indonesian laws on environ-mental impacts, land acquisition and resettlement, and isolated and vulnerable people (IVP). In regards to land acquisition and resettlement the plan presents triggers to and actions concerning resettlement. The fundamental principle on which the land acquisition framework is based is that all necessary measures will be undertaken to improve, or at least restore, incomes and living standards of all persons adversely affected as a result of land acquisition under the project. It states specific principles based on transparency, participation, fairness, compensation calculations, and contributions of land. Specific thresholds are set for subprojects concerning the need for a land acquisition and resettlement plan.
