This Country Assistance Strategy (CAS) concentrates on supporting the government's own efforts at improving economic governance and achieving a fiscal adjustment. The CAS emphasizes these three areas: 1) public sector restructuring to build a more responsive and effective public sector; 2) public expenditure management reform to ensure efficient use of public resources; and 3) strengthening of accountability mechanisms to restore institutional checks and balances and to fight corruption. Especially because of the complex nature of the institutional problems needing to be addressed to improve economic governance, the solutions must be primarily inspired, designed, and implemented by those within Kenya. Participation by various segments of civil society is the most effective safeguard against poor reform implementation. To effectuate the strategy outlined here, the Bank will rethink the style and content of its approach to development assistance in Kenya: non-lending services, particularly those that facilitate greater participation and understanding of problems by civil society, will be critical in the early stages of strategy implementation, and will remain important through the whole CAS period. Given the government's budgetary constraints, investment lending is likely to be very limited for the whole CAS period, while adjustment lending could well support the government's reform strategy.
