To limit the destruction of vegetation cover and to improve the living conditions of adjacent forest populations, Benin government has initiated and implemented from 2006 to 2012 the Forests and Adjacent Lands Management Program which contributes to the sustainable management of sixteen (16) forests, two (02) adjacent lands and four (4) reforestation schemes. Benin has requested additional funding to capitalize the initial project achievements through the implementation of the 16 forest management plans elaborated under the first phase of the Project of Forests and Adjacent Lands (PGFTR) as well as of three additional forest reserves whose management plans were elaborated in 2007 with the support of the African Development. This document will guide the establishment of a framework, within which potentially affected communities participate in the design and selection of measures, as well as the implementation and monitoring of the implementation of these measures and activities of the project as a whole. This framework defines the different types of organizational strategies, structures to facilitate the active involvement of communities in the implementation of participatory management plans. It describes the current land tenure and the roles, responsibilities, composition and functioning of different structures involved in the implementation of the project.
