Niger - Competitiveness and Growth Support Project : environmental and social impact assessment (Vol. 2) : Sous projets de réhabilitation des abattoirs frigorifiques de Maradi, Zinder et Tahoua : rapport final (French)

The objectives and expected outcomes of the rehabilitation projects are, among others, to contribute to the improvement of environmental situations, health and welfare of the urban areas of Maradi, Zinder and Tahoua. Specifically, the objectives of the Competitiveness and Growth Support Project are the rehabilitation and upgrading of slaughterhouses and their respective environments for meat production. As part of this study, the project area was divided into two parts: The zone of direct influence to the biophysical aspects which lies in the immediate vicinity of the slaughterhouse and a diffuse zone of influence for the socio-economic extending respectively on the urban communities of Maradi, Zinder and Tahoua and other regions that could be served by abattoirs. However, in addition to some expected benefits in terms of hygiene and public health, the rehabilitation of the slaughterhouses can be sources of potential negative impacts that, when they are not really taken into account, the goals may differ expected from these projects. Impacts on the human environment are minor or negligible global importance. The negative impacts are mainly the risk of accident to workers on site, noise related to construction of associated infrastructure and maintenance facilities to be rehabilitated, the risk of friction and erosion of social cohesion if the recruitment of unskilled labor and awarding contracts for the supply of equipment and other materials from construction sites, have not been conducted fairly and transparently. Sources of impacts are related to the commissioning of the rehabilitated infrastructure, the actual operating slaughterhouses, operation of the treatment system and discharge of wastewater. There could be a contamination of soil by the production of waste liquids: blood, waste water resulting from the activity of the slaughterhouse. The operation of the slaughterhouse will also be a source of nuisance odors and pollution of air and water. The measures to mitigate adverse impacts on the human environment in relation to noise and odors can be summarized as follows: a) Emphasize education and training of health / safety and waste management; b) Provide protective equipment; c) Enforce disciplinary action for non compliance with safety rules; d) Establish a system of adequate sanitation facilities to rights; e) Conduct regular removal of treated waste; f) disinfect areas regularly for waste disposal, sewage systems; g) Close storage areas and the treatment plant to limit access to populations; h) Educate people about the risks of contamination.
