The present report results from collaboration among the World Bank, the African Development Bank, and the government of Senegal on the ways and means to make the public procurement system more efficacious and transparent. This analysis discusses the weaknesses and strengths of the Senegal public procurement function and makes recommendations that center on five pillars: 1) improving the legal and institutional framework to resolve ambiguities and contradictions between regulations and legislation such as those regarding the roles of the agencies controlling the process; 2) establishing and applying transparent practices and procedures; 3) establishing a corps of competent professionals; 4) improving the partnership between the public and private sectors; and 5) increasing the existence of anti- corruption laws and increasing effective enforcement.
