For many years the role of traditional energy (defined as fuelwood and charcoal) in the development of Sub-Saharan Africa had been neglected. In 1993 the Bank launched a Review of Policies in the Traditional Energy Sector (RPTES), which aimed to explore past activities in the traditional energy sector of five countries of the Sahel in particular-- Niger, Mali, Burkina Faso, Senegal, and the Gambia--in the context of a multisectorial framework, to recommend new policy directions, and to identify programs and projects that would translate policies into operational results. Once the program reached an advanced stage in these countries, it would be expanded in other parts of Sub-Saharan Africa. This report summarizes the proceedings that evaluated the RPTES program during the Donor Conference held in Maastricht, the Netherlands on May 15-17, 1995 and consists of reports submitted by national teams composed of representatives from ministries of energy, environment, water and forestry, women and social affairs, among others as well as some nongovernmental organizations. After the introduction, the opening and closing addresses make up Section 2. The regional report submitted to the conference is summed up in Section 3 and Section 4 comprises the final versions of the country studies submitted by Burkina Faso, Mali, Niger, the Gambia, and Senegal. The powerpoint slides used in these presentations are in both English and French. Section 5 examines the program's main results.
