This paper discusses the reasons for the slow improvements involving air pollution in China. In this study, the authors examine the use of lead, urban air pollution and ground-level ozone as examples. The results indicate that general technological upgrading is a factor that explains much of the improvement. The upgrading originates with the liberalization of the Chinese economy.
