China - Western Provinces Rural Water Supply, Sanitation and Hygiene Promotion Project : environmental assessment (Vol. 2) : Environmental management plan (Chinese)

The development objective of the Western Provinces Rural Water Supply, Sanitation and Hygiene Promotion Project for China, is to support Shaanxi and Sichuan provinces in carrying out an integrated approach to the design and delivery of rural water supply, sanitation, and hygiene services. The Environmental Assessment (EA) document evaluated impacts which include: safety problems of the dams; protection measures during construction; water quality in the project area; quality of drinking water sources; current quality of drinking water sources; impact of Schistosomiasis in project areas; latrines in rural areas; individual's sanitary status; surface and ground water quality; damage to ecological vegetation (grass and trees) and soil loss; trucks' exhaust gas and dust; noise; solid waste (gravels, rocks, broken bricks and tiles, waste woods, scrap metals, and concrete reinforced bars) disposal during construction. Some of the mitigation measures included in the EA document are: health education training to the trainees and the inspection and evaluation of 130 health education works will be carried out; hire a dam safety expert to inspect reservoirs; ecological vegetation damaged or loss will be restored; night operation hours will be strictly forbidden; vehicles which transport construction materials, pipes and equipments should run at a low speed to reduce the impacts of dust and noises on the villagers; trucks leaving construction site must not be overloaded and will be covered with plastic to avoid spilling; road surface in construction areas will be periodically sprayed with water to avoid dust propagation; water sources will be well protected to ensure water supply amounts; water quality will be inspected and monitored periodically; and finally, conduct health educational campaigns to encourage people to voluntarily correct their bad health habits and change the relevant factors influencing these health habits, eliminate or reduce the dangerous factors influencing health, prevent diseases, promote health and upgrade people's living quality, additionally, promote water conservation, and environmental good practices.
