Brazil - Eletrobras Distribution Rehabilitation Project : environmental assessment : Avaliação socioambiental (Portuguese)

The Eletrobras Distribution Rehabilitation Project for the Distribution Companies (DisCos) of the Centrais Eletricas Brasileiras S.A. (ELETROBRAS) aims to improve DisCos’ operational, financial and commercial results, by the reduction of electricity and billing losses, as well as the improvement in the quality of energy supply to the populations of the States of Acre, Alagoas, Piauí, and Rondônia, and the cities of Manaus, Amazonas, and Boa Vista, in Roraima. The Project will be implemented by Eletrobras and the DisCos: ELETROACRE, CEAL, Manaus Energia, CEPISA, CERON and Boa Vista Energia. The Project is mainly focused on urban areas, aiming at (i) enhancing the quality and rehabilitation of energy offer to those areas already supplied and formally integrated to the distribution grid, and (ii) the regularization of energy supply, not only to consumers at peripheral areas, but to large consumers in the industrial, commercial and service sectors in consolidated areas. The most relevant impact may be caused by the generation of solid remnants considering a high volume of discharged equipment. The mitigation actions call for environmentally satisfactory building processes, careful handling and storage of removed materials and equipment, appropriate collecting, packing, transportation and discharge of residual leftovers. In addition, suitable social communication actions will be necessary. Two foreseen potential impacts can be: (i) resettlement in case of undefined street contour and limits; and (ii) monthly additional onus on family budget. Although improvised, the majority of visited peripheral settlements have defined street contours, not necessarily requiring resettlements. On the other hand, expected benefits are of permanent character at the Project operation phase. Amongst them there is the service quality improvement; reduction of the risks of accidents involving other people, due to the regularization of energy offer, particularly for low income communities; reliance in the energy supply to support local new business and economic growth; and the ultimate target that is the improvement of life quality of the societies encompassed by the six DisCos. The potential impacting activities are predicted at the building phase, when new access routes may be necessary (when existing routes cannot be used), in the opening of new building plots for structures assembling and launching conductors, as well as the setting up of new Substations. The interventions inconveniences suggest only temporary disturbances, with the shifting of equipment, traffic of vehicles and short hold-ups, with some consequent noise, temporary energy interruption, besides the risks in handling electric equipment or mishandling hazardous material (isolating mineral oil and others), in the substitution of currently transformers. Those are all local, irrelevant and reversible environmental impacts, of easy prevention and mitigation measures, particularly if explicit social-environmental criteria are adopted throughout projects elaboration.
