Brazil - Belo Horizonte Urban Upgrading and Inclusion Project : Resettlement framework paper : executive summary (English)

This resettlement framework: executive summary has been prepared for the Vila São José and the Taquaril components, for which Involuntary Displacement and Resettlement Plans (PDRI) will be prepared during the first year of project implementation together with the detailed engineering designs for respective interventions. A number of the interventions have yet to have their preliminary engineering design undertaken for the Taquaril settlement, and the existing preliminary designs for Vila São José will be revised over the coming months. To mitigate the effects on displaced and project affected people (PAP) the following compensation objectives will be included in the preparation of the Resettlement Action Plan: Homes will be built to resettle families to be displaced from both settlements; homes will be offered in other districts or neighborhoods; minimize the number of properties to be vacated; ensure living conditions are maintained or improved; maintain the same level of productivity activity; ensure availability of social services, such as, education, health care, public transport, etc.; continuously seek to minimize social and environmental impacts on the population; negotiations for resettlement will only take place when all options are available; finally, provide free legal and social assistance to people to be resettled.
