Cameroon - Agriculture Investment and Market Development Project : resettlement plan : Plan cadre de reinstallation (French)

The development objective of the Agriculture Investment and Market Development Project for Cameroon is to support the transformation of low productivity, subsistence-oriented cassava, maize, and sorghum sub-sectors into commercially-oriented and competitive value chains in four agro-ecological areas. It is apparent that the risk potential is not the same for all investments and all regions. Some of them carry the risk of involuntary displacement of the population in the form of set-aside, especially in the sense that: i) their needs of land acquisition should be quite significant; ii) Some will be located in urban areas, where the notion of community has not always sounded like that in rural areas, where the densities of land tenure are quite high and access to land difficult and highly competitive. The project will ensure compliance with the recommendation of the World Bank, which wants to minimize the maximum risk of involuntary displacement. To do this, it is recommended that installation sites with large investment risks be selected in rural and peri-urban areas where development densities are lower or almost zero and that these sites are part of the urban plans of the cities.
