This report discusses the compensation policy framework for the Transport Sector Project for Burkina Faso. Individual and household losses related to investments on expropriated lands will be considered for compensation. This compensation includes will be payments for buildings (house or shop, for example); installations (water supply and sanitation); local fruit trees and exotic plants belonging to individuals and households; agricultural crops directly destroyed by the project; household possessions and family assets; and urban and rural lands with or without legal title. Community -level resources recognized for compensation will include forest resources, cultural or religious artifacts, water resources, and public infrastructure. Replacement cost will be the measure used for compensating building loss. The estimated costs for replacing installations must consider regional circumstances, such as the difficulty in accessing surface and underground water. Costing the replacement of fruit trees and rare plants will rest on calculations for deriving value, such as age and production potential. Affected persons will participate in the calculations to determine the value of lost crops, which will include a determination of the value of labor inputs as well. Landowners (with title) will receive fair market value for his land or can opt for adjacent land that is relatively comparable. PAPs without land title may choose to receive comparable land or request other land.
