Viet Nam - Water Resources Assistance Project : resettlement action plan (English)

The Water Resources Assistance Project in Viet Nam, aims to improve irrigation systems, and water management through seven subprojects, by providing equitable, and reliable irrigations services to farmers. While it is designed to improve farmer's, (and women's) participation in irrigation management, by strengthening water users groups, the rehabilitation and construction of reservoirs, and restoration of canals will potentially require land acquisition, consequently resettlement will occur. This resettlement action plan reviews the country's legal framework, and the Bank's operational directive on involuntary resettlement, to provide a policy framework that ensures project affected people (PAP) improve, or at least maintain their standard of living, through appropriate compensation on assets lost as a result of project implementation. PAP, irrespective of tenure status, social or economic standing, will be equally entitled to compensation and assistance, reinforcing that lost assets, income, and businesses will be paid at full replacement costs. Full compensation at replacement cost will be paid for lost structures, with no deductions for salvageable materials, nor depreciation. Land for land arrangements of equal productive capacity, will compensate for lost agricultural lands; provided only twenty percent of land is lost, cash compensation at full replacement cost shall be paid; crops and fruit losses will be compensated at market value, while productive tress will be compensated at replacement costs; Temporary losses, such as income, and standing crops, will be compensated, as will the cost of soil restoration, and damaged infrastructure; business income losses will be compensated in cash compensation for lost business structures, while income will be compensated during the transition period. Moving expenses will be covered, grievance redress mechanisms will be in place, and monitoring should ensure compliance with this resettlement policy.
