An overview of the economic situation in Nepal indicates that concern with economic development is recent and the process of growth is still at an early stage. Major barriers to economic development include the topography of the country and its effect on distribution of the population, inadequate communication, malnutrition, educational deficiencies, and weak government institutions. An appropriate development strategy should include: (i) plans for development of the Hills and the Terai; (ii) expansion of road transport infrastructure; (iii) provisions for balancing essential economic infrastructure and commodity production; (iv) improved health care and nutrition education; (v) institutional strengthening; and (vi) educational reform. Effective domestic resources mobilization will require public revenues as well as improvement of channels to facilitate their use. Development will be heavily dependent on the magnitude and direction of public investments, and Nepal will continue to require substantial foreign assistance.
