Report on independent resettlement monitoring (first mission) (English)

The Centre for Community Support Development Studies (CECODES) is selected by the Project Management Unit (PMU) as the Independent Monitoring Consulting Agency to monitor independently resettlement implementation for the contract - civil works for operation road of Trung Son Hydropower Plant. The first monitoring mission was carried out by CECODES in August 2009 according to the mobilization dated 28 July 2009 by the PMU. The first-mission monitoring report was submitted to the PMU and the World Bank. To prepare for construction of the road, the PMU mobilized Independent Monitoring Organization (IMC) to provide the second monitoring mission to review resolution of outstanding issues from the previous mission and evaluate achievements of the project resettlement objectives. CECODES implemented the second monitoring mission for this road from 5 to 12 July 2010. Monitoring results are summarized and presented in this report with the following main contents: part one introduces the Trung Son Hydropower Project and the Trung Son Hydropower Plant access-operation road; part two presents objectives and terms of references for independent resettlement monitoring; part three presents monitoring methodology; part four shows monitoring results; and part five provides conclusions and some recommendations to finalize the project resettlement and compensation activities; and the report annexes come lastly.
