Despite conclusions by the environmental review that no major, adverse environmental impact will occur as a result of this project (classified as Environmental Category B), this environmental analysis (V. 1) outlines the environmental safeguards of the project, based on experience from the previous Agriculture Rehabilitation Project, and, will serve as a guideline to ensure relevant operational policies, comply with environmental regulations. It is accompanied by a social appraisal report (v. 2) which identifies village-based institutions, and outlines best options for creating demand for services, and effective service delivery, within the socioeconomic environment. Measures to mitigate environmental degradation include: river diversification protection through vegetative practices (i.e., suitable grasses such as vetiver, lemon grass), and protective walls to prevent erosion caused by floods. Vegetative practices should also prevent sedimentation, while stone walls should minimize bank erosion, and landslides; water intakes should be adjusted at known groundwater intakes, to reduce groundwater flows, and prevent intrusion of salinity contents; measures should be taken to control, and ensure adequate flows so as to prevent degradation of downstream habitats; information dissemination should be ensured, to liaise with communities in the introduction of environmental regulations, and compliance, particularly water user associations concerning remedial actions; identify substrata, and water/groundwater levels to assess water logging, and salinity contents, and conduct water and soil quality testing, verifying as well potential nutrient leaking, and toxic substances. To this end, at the design stage, bedrock should be analyzed to estimate toxicity concentrations, and/or algae, to protect aquatic ecosystem's nutrients; integrated catchment management practices, and re-vegetation programs should be instituted, to provide community education programs which incorporate policy and regulations.
