The objectives of this Health System Modernization Project for Albania are: (i) to improve the capacity of the Ministry of Health (MoH) and Health Insurance Institute (HII) to effectively formulate and implement health policies and reforms in provider payments, monitoring and quality assurance, (ii) to improve both the access to, and quality of, primary health care services, with an emphasis on those in poor and under-serviced areas, and (iii) to improve governance and management in the hospital sector. The restructuring is a level two restructuring to make the following changes to the project being carried out by the Republic of Albania: (i) revision and cancellation of certain project activities, and (ii) reallocation of credit proceeds. This restructuring is expected to aid in the successful completion of all project activities before the project closing date.
