Indonesia - Tourism Development Program : environmental assessment : Environmental and social management framework (English)

The development objective of the Tourism Development Program for Indonesia is to promote private investments and jobs in the tourism sector in selected tourism destinations in Indonesia. Some of the negative impacts and mitigation measures are includes : (i) The Integrated Tourism Master Plans (ITMPs) not be implemented at the desired standard, which would limit their effectiveness as guides for sustainable tourism development; (ii) loss of land, loss of access to customary resources or sources of livelihood, and impacts on the integrity of local culture; (iii) in some regions, the capacity of the AMDAL or UKL-UPL preparers may be inadequate, as may that of reviewers and enforcement officers in the local government environment agencies, to ensure that all necessary mitigation actions are included in the environmental management plans and are properly implemented by the contractors; (iv) capacity building and joint training program for the institutions responsible; (v) The development of SME business and business climate improvements, if not managed properly, could lead to the depletion of natural resources and potential increase of environmental pollution; (vi) improvement of environmental and social awareness in line with economic development; (v) in ethnic minority areas, engage with local communities in local languages. Include a wide range of ethnic community leaders. Where those communities consist of indigenous or land-connected peoples, communities should have the opportunity to give or decline to give their free, prior and informed consultations that lead to broad community support to tourism development which makes use of their land or cultural heritage.
