This report presents the framework, and discusses methods, and approaches, that can be used for transport project carbon dioxide (CO2) evaluation, and presents two case examples for estimating CO2 levels. The introductory chapter presents background and context, describes the current and projected transport and greenhouse gas emissions situation in LAC. The LAC region is a low carbon emitter on a per capita basis, but its road transport emissions are high relative to its GDP. The report explains the conceptual framework recommended for integrating CO2 considerations into urban transport, with the aim of moderating CO2 emissions in Latin America. It addresses ways to estimate the impacts of CO2 from urban transport projects. Methods already in use in Latin America range from integrated land use-transport-emissions modeling, producing detailed quantitative outputs, to surveys, counts, and analyses that were conducted specifically for a project done in another city. The conclusion of the report summarizes the recommendations. The principal conclusion is that while the LAC region is already a good performer with regard to controlling CO2 emissions, its activities and projects to improve transportation methods could further reduce CO2, and achieve optimum results.
