Tonga - Pacific Aviation Investment Project (English)

Ratings of Pacific Aviation Investment Project for Tonga were as follows: outcome was satisfactory, Bank performance was satisfactory, and monitoring and evaluation quality was modest. Some of the lessons learned include: (i) There is no one perfect solution for a regional approach; (ii) The regional design benefited from one country (Implementing Agency) taking the lead in coordination and risk; (iii) Regional procurement harmonization and technical expertise can be effective; (iv) At the same time, cost-sharing for centralized services needs to be treated with caution; (v) Regional approaches should be informed by country capacity; (vi) Cost estimates need improvement; (vii) Master plans and strategies support implementation; (viii) It’s important to keep objectives within the project’s control; (ix) In particular, air transport investments require strong technical and legal expertise in order to efficiently plan and implement projects; (x) Keeping channels of communication open can benefit the wider program; and (xi) Context-specific investments can provide lower-cost and more appropriate solutions.
