Much of the Bank's social development work received inadequate attention until 1994, which as suggested by the 1998 involuntary resettlement evaluation, the main failings in reaching Bank objectives, were rather due to relying on public sector agencies with limited capacities to follow through, than due to lack of Bank attention.
