Cote d'Ivoire - Emergency Infrastructure Renewal Project : environmental assessment (Vol. 7) : Rapport d’etude d’impact environnemental et social : rapport provisoire (French)

The objective of the Emergency Infrastructure Renewal Project for Cote d'Ivoire is to ensure that activities under the proposed reconstruction operations will address the following issues: (i) minimize environmental degradation as a result of either individual subprojects or their cumulative effects; (ii) protect human health; (iii) enhance positive environmental and social outcomes; and (iv) prevent or compensate any loss of livelihood. Negative impacts include: disruption of drainage, erosion, loss of vegetation, loss of access, and accident. Mitigation measures include: 1) designing adequate drainage system to minimize changes in flows, not limited to the road reserve, provision of energy dissipaters, cascades, steps, and checks dams, provision of sufficient number of cross drains, balancing of cut and fill, re-vegetation to protect susceptible soil surfaces, and rehabilitation of borrow areas; 2) designing system to prevent soil erosion and maintaining slope stability, protection of soil surfaces during construction, physical stabilization of erodible surfaces through turfing, planting a wide range of vegetation, and creating slope breaks, and rehabilitation and re-grading of borrow pits and material collection sites; 3) minimizing loss of natural vegetation during construction, and re-vegetation and replanting to compensate any loss of plant cover or tree felling; 4) including accessibility to road sides in case roadbed is raised, and alternative alignments to avoid bisecting villages by road widening; 5) providing fuel at work camps to prevent cutting of firewood; and 6) providing sanitation at work camps, and removal of work camp waste, proper disposal of oil, bitumen and other hazardous wastes.
