China - Ningbo Water Management (GEF) Project : resettlement action plan (English)

This resettlement action identifies the impacts on land and assets associated with the Ningbo Water Management Project for China, which protects and rebuilds natural habitats in Cixi coastal areas To realize the project's aims which avoid excess fishing and promotes eco-tourism, fishing activities and aquaculture activities will be banned or strictly controlled in project areas and this may affect those who participate in aquaculture and/or are crop-growers. The report first outlines the socio-economic conditions of the affected people and towns, including educational levels, type of assets owned, and economic structure. The government owns the mudflats, which are leased to users. The project will endeavor to wait until the affected population's contracts for land use expire. The project will affect some aquaculture assets such as fishing nets, bamboo poles, temporary sheds, and fishing boats, as well as mudflat housing structures. The project will endeavor to wait until the affected population's contracts for land use expire. Compensation for aquaculture assets will be in cash. The compensation rate for unlicensed aquaculture investments is one-third of that of those licensed. Resettlement cash will be paid before land is used. The Project implementation office must set up financial, supervising organizations which will ensure that funds are disbursed to the affected populations in a timely manner that ensures successful resettlement. The government should offer employment information and skill training to the affected population as determined by labor demand. Those crops which are considered high income earners, such as eggplant, balsam pears, and tomatoes, can be planted in shed instead of on agricultural lands used for the project activities in order to maintain incomes. However, income levels will be maintained by the expected influx of tourists arising from the project's development of local tourism.
