The overall development objective of the Liaoning Medium Cities Urban Infrastructure Project (LMC) for China is to contribute to the economic revitalization of medium-sized cities in Liaoning through the provision of infrastructure and improved urban management. This environmental impact assessment (EIA) evaluated environmental and social impacts as follows : air-born dust; motor vehicle emissions; noise generated from machinery and construction equipment; surface and ground water quality; soil erosion; surface vegetation; impact to communities upon project implementation; solid waste disposal; drainage systems; analysis alternatives with and without the project. As a result of these impacts the project developed an environmental impact assessment (EIA). Some of the preventing and mitigation measures included in the EIA are : avoid excavation and surface leveling during heavy raining season; no traffic affecting construction activities will be allowed during rush hours in the morning and early evenings; low noise machinery will be selected where possible; construction trucks movement will be arranged to avoid residential areas; on dry days water will sprayed at least twice a day; construction waste will be promptly removed from the sites, daily if possible; before leaving construction sites trucks wheels will be washed to limit dust propagation; temporary settling ponds will be constructed near the site to intercept contaminated runoff or wastewaters and remove suspended solid waste before allowing to discharge; constructors will be required to recycle and reuse building demolition waste; project area will be landscaped and replanted following construction; contractors will notify PMO and relics authority when cultural or archeological relics are found before continuing operations; contractors personnel will be required to participate in a mandatory environmental training program before the start of any construction activity; to protect pedestrians and bicycles, construction of pavement paths, pedestrian bridges and bicycle lanes will be recommended; and finally, provide project affected people the opportunities to express their opinions and concerns about the project activities. Additionally, fostering a consultation process, the project will better receive the support of the public and avoid solutions to potential conflicts between developments and protection of the natural environment and the communities.
