If teachers’ professional entitlements, such as timely salaries or fair transfers, are routinely unmet - or if they need to use informal channels to get them - can they be expected to function as motivated professionals? In most countries, teachers have no recourse to transparent and efficient systems when their professional entitlements are disregarded. In this note, the authors examine grievance redress mechanisms for teachers and outline how World Bank task teams can design mechanisms that reduce the non-teaching daily challenges teachers face, freeing them to operate as professionals.
