The development objective of the Global Environment Facility (GEF) China Thermal Power Efficiency Project is to reduce coal consumption per unit of electricity production in China by removing regulatory, institutional and technical barriers to phasing out small inefficient coal-fired units, improving the efficiency of larger units and introducing new generation dispatch models and trading mechanisms to improve the overall efficiency of the power system. Some of the negative impacts of the project and their mitigation measures are: 1) during construction, it is necessary to adopt clothes to fencing the construction sites to prevent dust. Construction contractor (CC) should deal with abandoned soils and earth as scheduled, and cover vehicles when transporting residues, and sprinkle water on coarse road; meanwhile it is to avoid opening land and unloading materials. Not to overload, and to prevent residues from dropping out of vehicles; to clean mud of vehicles and carry out clean rules along construction roads, to clean up whenever disposals found; 2) the proposed project is line-typed construction, and easy to move, so CC should not setup eatery at sites; besides, large amount of mud wastewater should deposit in tank, and after that to sprinkle upper water on the road; 3) in order to avoid disturbing local residents' normal life while keeping up construction schedule, it is suggested that construction should be carried out during daytime when low traffic, and construction activities forbidden at night, even if necessary, high noise machines should not be used at night; 4) construction disposals should be handled as required by relevant sector (most filled back, and less mixing with domestic garbage for dumping. Domestic garbage should be collected by sanitary sector periodically, and then sent to dumping site to disposed without harm; 5) in the course of laying pipes, it is unavoidable to occupy grassland, hence it should remove greensward without destroy arbitrarily, and also it should do greening well after pipelines construction as required, to recover land vegetation to ensure designed greening index, meanwhile, it is necessary to coordinate with relevant sector to do land surface recovery work along pipelines; 6) before construction, CC and project owners should contact with road and traffic sectors to gain their support and understanding, to avoid affect current traffic establishments so to mitigate impact on city transportation; and 7) after construction ends, all temporary land occupation should be cleaned, and temporary buildings should be detached, floor swept, to loosen pressed earth, to fill billabong with earth and greening timely so to lower water and soil loss to minimum degree.
