360° Resilience : A Guide to Prepare the Caribbean for a New Generation of Shocks – Education Sector Background Note (English)

Natural disasters and pandemics present as external shocks to Caribbean economies and affect provision of education and learning outcomes through multiple channels. This paper analyzes resilience in the education sector to climate, disaster, and health shocks in Caribbean countries through the lenses of continuity of learning during emergency situations, infrastructure, and skills. The paper aims to answer four key questions around the main themes: (1) what is the magnitude of expected learning losses due to school closures, given current levels of preparedness?, (2) how is continuity of learning achieved in the aftermath of natural disasters and during health shocks, to minimize learning loss, particularly for disadvantaged households?, (3) how can gaps in the disaster resilience of the Caribbean’s school infrastructure stock be closed?, and (4) what are the demand and supply side considerations for development of skills for more resilient Caribbean societies in the future? Across these questions, the paper will attempt when possible to quantify countries’ readiness and pathways to achieve greater education system resilience based on recent experiences with the Coronavirus disease 2019 (COVID-19) pandemic and natural disasters. Finally, the paper presents a common framework and indicators for countries to monitor and measure progress towards resilience in the education sector. These indicators are presented through a traffic light system to identify key actions that countries can consider improving resilience in education.
