This note discusses the emerging issues to which the safeguard system of the World Bank Group must respond, touches on current safeguards-related work undertaken by IFC and MIGA, and makes recommendations for the Bank that are intended to maintain and enhance due diligence while permitting innovations that improve development effectiveness. No changes to policies are proposed in the short-term. The Bank anticipates that both compliance and results will continue to improve because of measures already in place and additional actions proposed such as enhanced supervision and greater emphasis on results. Any changes to policies in the medium- to long-term would be made only after careful and transparent pilots are undertaken and evaluated, and discussions with Executive Directors, borrowers, and external stakeholders are carried out.
