The HIV/AIDS, Malaria, and Tuberculosis Control Project aims at reducing the spread of HIV/AIDS among the Angolan population, through a multi-sector approach that strengthens institutional capacity, and increases access and use of quality health services for health prevention, diagnosis, treatment, and supportive care. To this effect, this Environmental Assessment (EA) will help identify, assess, and mitigate potential environmental and social impacts of project activities, including medical wastes. Impacts and control measures for health care centers include: Provision of containers, and protective equipment, and, training for workers to minimize exposure to hazardous waste. A wide awareness program shall be conducted on risks and impacts of hazardous health care waste, to include storage of wastes in containers, and its transportation to municipal disposal sites, following a careful site selection. This should reduce infection spreading, odors, smoke and air pollutants from open burning, and visual impacts. Adequate covering, drainage control, and run-off management should be ensured at storage areas so as to reduce surface, and ground water contamination. An ecological assessment of disease carriers should be conducted at areas planned for facility construction or rehabilitation, followed by identified mitigation measures. Such mitigation for rural water supply and sanitation include water conservation, appropriate sites location to avoid land use conflicts, and ensuring as well sufficient community participation. To minimize contamination and disease, planning of, and training in drainage monitoring, shall be established, as will adequate installation of latrines, and septic systems. Erosion control should be practiced to avoid damage to fragile ecosystems, natural sites and wilderness areas, as well as areas with significant biodiversity.
