Distributional and revenue raising arguments for tariffs (English)

This paper presents and analyses distributional and revenue raising arguments in favor of tariffs and other trade taxes. It shows that such an argument depends crucially on the domestic tax powers that are available to the government. Conditions that must be satisfied by optimal tariffs are obtained and interpreted. These conditions are then applied to a simplified model in order to gain greater insight into the determinants of the optimal tariffs...
