Senegal - Stormwater Management and Climate Change Adaptation Project : environmental assessment (Vol. 2) : Cadre de Gestion Environnementale et Sociale (French)

The Storm-water Management and Climate Change Project of Senegal is an urban development project called PROGEPI, to improve stormwater management in the outskirts of the city of Dakar. It will reduce flood risk in peri-urban Dakar and assist people living in areas prone to flooding. This will be achieved through a combination of related infrastructure and non infrastructure designed to improve storm-water management and management of urban space. These include: i) the construction of drainage infrastructure priorities that will enable the primary storm-water drainage of the basin to the sea, ii) the accountability of municipalities and local communities in the management of storm water and the living urban iii) flood prevention and mitigation through proper urban planning and integrated, the strengthening of risk management and effort in raising awareness and education for affected communities to promote change behavior and resilience to hazards. PROGEPI activities will have negative impacts on the environment. These impacts include: Negative impacts on agriculture and market gardening, livestock, fishing and fisheries activities, cultural heritage, rail and road networks. There is a risk of pollution, destruction of flooded homes, disruption of surrounding ecosystems (rivers, lakes, soils), to public health (epidemics cholera, diarrhea) in case of release of solid and liquid waste (illegal connections of waste water) in the drainage channels, and coastal erosion.
