The Democratic Republic of the Congo’s (DRC) forests constitute one of its greatest natural resources. Despite recent progress, including the adoption of the second national environment, forest, water, and biodiversity program (PNEFEB-2) and several changes to the legal framework, the forests sector remains marred by weak governance. The World Bank conducted a governance assessment, which is presented in this report. The assessment applied the program on forests (PROFOR_ diagnostic approach based on the participatory collection of stakeholder perceptions and experiences through customized questionnaires. The exercise confirmed the complexity of the DRC’s forests sector, its poor governance, and the challenges faced by the sector. The opportunities identified for improving forest governance lie in the strengthening of institutions, a multisectoral land use planning approach, forest law enforcement, the socioeconomic revitalization, and industrialization of the wood value chain, and equitable revenue sharing.
