These remarks were delivered by Robert S. McNamara, President of the World Bank, on February 20, 1970 while addressing the Columbia University Conference on International Economic Development in New York, New York. In his speech, he found their deliberations on the report of the Pearson commission to be most timely. They preface the second development decade. The report addresses the issues on which a sound, sensible strategy for the seventies must be fashioned. After the past-quarter century of experience, governments in the most affluent nations no longer question, and they have every right to question, whether or not the specific programs of the past are still relevant to the problems of the present, and the imperatives of the future.
