A review of the opportunities, constraints, and strategy for agricultural development in Malawi provides the basis for a rural development program to achieve a substantial increase in smallholder productivity. This program would supplement existing extension and marketing systems, improve input supply, improve credit and infrastructure, and create the basis for a more comprehensive effort to follow. Medium-term credit should be provided to progressive farmers; efficiency as well as employment and income distribution criteria should be considered. A consolidation of existing settlement schemes, especially those involving irrigation, would help reduce costs and increase self-reliance of settlers. The importation of breeding animals would further livestock development. A credit institution should be established to work in close collaboration with the extension service.
