It has been based on a previous report from the World Bank. First a summary of the report is presented with particular emphasis on the major characteristics of the Paraguayan teachers; the processes of initial teacher training; the offer of lifelong learning and the central features of the teaching profession. Second it shows experiences that have been successful in different contexts elsewhere. And finally it demonstrates some suggestions of relevance to the development of educational policies
