Having or Complying with Fiscal Rules? : Insights for Small Countries in LAC (English)

This paper reviews the performance of fiscal rules across the world and provides some evidence oftheir effectiveness in improving fiscal performance. Moving beyond the usual approach, the analysisconsiders not only the presence of fiscal rules but also their strength, using a Fiscal Rules Strength Index based on IFM FAD Fiscal Rules Dataset (IMF, 2015), and the extent to which there was actual compliance with fiscal rules.
