This report reflects progress made in the state of public procurement since the Country Procurement Assessment Report issues for Colombia in June 2001. The principal conclusion of this study is that the process of modernization and procurement reform is slowly evolving in spite of government commitment, and little has changed substantially since the last report. The report deals addresses six aspects of the procurement system: a) steps taken by the government t modernize the national accounts since the last report; b) an evaluation of the characteristics of the national account system in light of new methods adopted by the World Bank; c) an evaluation of the potential for e-procurement using new analytical methods used by development banks; d) an discussion with an external auditor to look for ways to establish internal and external controls; e) an action plan which facilitates the modernization agenda; and f) integration with other recommendations in areas needing prompt attention, including legal reform, a judicial framework, and establishing a payment system for government purchases. The report contains 12 annexes, some of which are descriptions and the others, analyses.
